The Functional Use of Zones is contained in the base map of the Master Plan. The Master Plan effective as of November 1, 2010 is currently located here. More detailed information on individual changes is provided in the chapter “Current Situation”.
The administrative territory of the city is split into land with development potential (urbanized) and land without development potential (non-urbanized).
Land with development potential includes:
- Residential land (rural residential, pure residential, urban residential, residential and recreational)
- Mixed land (mixed urban, mixed central, mixed commerce and services, mixed manufacturing and services)
- Manufacturing land (light manufacturing and services, heavy industrial manufacturing, agricultural production sites)
- Recreational land (mass recreation, individual recreation)
- Other special-purpose land (church land, hospital land, retail facilities, exhibition grounds, university land, sporting grounds, airfield, armed forces and prisons, zoos, botanical gardens, leisure)
- Public amenity zones (schools, health and social care, concentrated civic amenities, sports, veterinary clinics, culture, archives, hydrometeorological institutes, animal shelters, observatories and planetaria)
- Technical amenity zones (waste water including water treatment plants, water supply, electricity supply, heat supply, information transmission, waste, fire service, public transport facilities)
- Transport zones (motorways and the main road network, ancillary road network, other major roads, rail transport zones, car parks and garages, bus stations, other transport zones)
Land without development potential includes:
- Urban green zones (parks, parks with sports facilities, cemeteries, allotment gardens, gardens, other urban green areas)
- Rural green zones (woods, grassland, other rural green areas)
- Lakes and rivers
- Agricultural production zones (agricultural land, garden markets)
- Temporary technical zones (active mining zones, ash disposal site)
The territory is broken down into three categories with regard to the time usability of the plots of land: current situation, proposal, and potential land for further development.
Map No. I – Functional use of zones
The functional use and layout of the land and zones are clearly defined in Map No. I at a scale of 1:10,000. This is the main map of the Master Plan, containing a comprehensive urban design and a breakdown of the city territory into individual types of land and zones with their corresponding functional use. The specific key to the functional use map was compiled in line with the needs and layout of the city of Pilsen.
The individual areas of land and zones are subject to binding basic functional regulations as specified in Annex 2 to Decree No. 9/1995 of the Chartered City of Pilsen, on the Binding Parts of the Master Plan of the City of Pilsen, as amended. These functional regulations define dominant, ancillary and related structures, buildings and facilities for the individual functional categories of land.
