While working on the analytical section of the Pilsen Development Programme, situation analyses for eleven topics were drawn up as the basis for creating the final report on the situation analysis and SWOT analysis. These topics were:

• Technical Infrastructure 
• Municipal Management and Administration 
• Municipal Budget and Property 
• Economic Development and Tourism 
• Civil Society 
• Regional and Cross-Regional Relations
